for the post. His Majesty's Minister will then take

steps to ascertain privately from the Government of

Hongkong that they have no objection to the appointment,

When the prior concurrence of the Government of Hongkong

has been obtained in this way and communicated in the

same way to the Einister for Foreign Affairs the latter

will address a formal communication to His Majesty's

Minister announcing and thquesting the Government of

Hongkong to recognize the proposed appointment, and at

the same time giving an assurance that the proposed

appointee will during the period of his office refrain

from all politicsi activities. His Majesty's Minister

will tremit this formal note to the Government of

longkung who will reply recognising the appointment.

The Government of llongkong hope, in view of the

fact that the appointment of a politician or a soldier

is liable to create difficulties, that the National

Government will always appoint se Superintendent either

a business men or an expert in telegraphy.

The Government of Rongkong also hope that the

National Government will find it possible not to put

forward the name of Mr. Lu Chil-yun.
